London based fixed-term HEO Digital Learning and Delivery Officer (IRCC) for the Ministry of Justice offers hybrid working and a salary of £40,014 to £42,859. The role designs, builds and delivers digital learning resources for Judicial Office Holders in response to the IRCC, over a two-year period from October 2026, and increases confidence with new technologies including AI-enabled tools. You will create online and face-to-face training, support filming and editing, and collaborate with Course Directors, IT Liaison Judges and senior colleagues to identify needs and priorities while ensuring accessibility and inclusive design. The Digital Learning Design and Delivery Officer will play a key role in designing and delivering digital skills training and developing digital learning resources for Judicial Office Holders. A primary focus of this role will be to design and deliver training solutions that support judicial office holders to adapt to changes introduced as a result of the Independent Review of the Criminal Courts (IRCC), over a two-year period commencing from October 2026.
The postholder will also help build digital confidence in relation to judicial day-to-day digital working and new and emerging technologies, including (for example) new AI-enabled tools introduced into court systems and processes. The role will also provide flexible support to wider digital learning activities undertaken by the College’s Digital Learning Service, including filming, editing and the development and maintenance of various digital training resources.
Responsibilities, Activities & Duties:
The Judicial College is responsible for the training of Judicial Office Holders. Within the College, the Digital Learning Service supports the design and delivery of high-quality digital training interventions and resources used across training programmes. The team works closely with Course Directors and Training Leads, IT Liaison Judges, senior judiciary, HMCTS and Judicial Office colleagues to develop learning that is accessible, timely and responsive to operational need.
This post sits within the Judicial College and reports to the Digital Learning Design Team Manager. The role will be based at the Judicial College office at the Royal Courts of Justice, in London, and will occasionally need to travel across England and Wales to support training delivery and the wider business need.
The Judicial Office (JO) reports to, and is accountable, to the Lady Chief Justice (LCJ). It was established in 2006 to provide support to the LCJ and to the wider judiciary in upholding the rule of law and in delivering justice impartially, speedily and efficiently, following the Constitutional Reform Act 2005.
In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland.

We work closely with HM Courts & Tribunals Service (HMCTS), the Ministry of Justice (MoJ) and others across Government as well as with the legal professions.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
