£51,203 - £56,111 GBP yearly

The Ministry of Justice is seeking a senior leader to steer the Health and Social Care agenda for the Probation Service in the East Midlands. This is a permanent, full-time, onsite position that sits within the East Midlands region and involves working across a broad network of towns to deliver regional priorities. The role will appeal to someone who can turn strategy into practical action and bring together health, social care and criminal justice partners to improve wellbeing for those under probation supervision.

As Health and Justice Partnership activities scale across the region, you’ll manage the Health and Justice Partnership Co-ordinators within the probation footprint, driving workstreams, performance and quality measures. Under the guidance of the regional HoCI, you’ll translate national priorities into regional plans, aligning multiple themes, mental health, substance misuse, physical health and social care, with the needs of people under supervision. The aim is to strengthen continuity of care for prison leavers and improve access to Community Sentence Treatment Requirements, delivering robust pathways to treatment services. The role requires collaboration with a wide range of internal and external partners to reduce health inequities within the criminal justice system.

The post sits in the NPS East Midlands Community Integration unit and is a permanent, full-time appointment. The role supports hybrid working where business needs allow, and the successful candidate will be based at a MoJ office location in the UK (often near a Justice Collaboration Centre or Justice Satellite Office) with arrangements that will be discussed after pre-employment checks. The East Midlands region includes locations such as Boston, Buxton, Chesterfield, Coalville, Derby, Grantham, Leicester, Lincoln, Loughborough, Mansfield, Melton Mowbray, Newark-on-Trent, Nottingham, Skegness and Worksop. The closing date for applications is 06 November 2026.

Minding the health and justice bridge across the East Midlands

In day-to-day terms, you’ll lead a multi-partner team to ensure the health and justice workstreams deliver real results. You’ll oversee performance and quality indicators, ensuring deliverables are met and that the regional priorities remain aligned with national guidance. A big part of the job is building trust with prisons, probation teams, health and social care providers, and local authorities, so care pathways are coherent and accessible for service users. You’ll also steer strategic initiatives around continuity of care for prison leavers and the expansion of treatment options within Community Sentence Treatment Requirements, all while balancing the complexities of mental health, substance misuse, physical health and social care needs across a diverse caseload.

Expect to shape regional strategy under the HoCI’s leadership, transforming policy into practical programmes that improve health outcomes for people under probation supervision. The role demands strong collaboration, evidence-based decision making and a readiness to manage several themes at once, keeping a clear eye on impact, quality and equity across the region.

Must-have capabilities and nice-to-haves

  • Experience leading health and social care agendas within a probation or criminal justice setting, with a track record of turning strategy into deliverable actions.
  • Proven ability to manage a team of coordinators and to drive multiple workstreams while maintaining robust performance and quality measures.
  • Capacity to work with a broad mix of partners, internal departments, prisons, health services, local authorities and other organisations, to improve health outcomes for people under supervision.
  • Knowledge of continuity of care for prison leavers and how to improve access to treatment pathways, including Community Sentence Treatment Requirements.
  • Ability to translate regional priorities into practical plans and to deliver against national priorities under guidance from regional leadership.
  • Desirable experience in developing and delivering health and justice initiatives across complex stakeholder networks.
  • Experience working in or with civil service or government environments, particularly in health, social care or criminal justice contexts.
  • Familiarity with themes such as mental health, substance misuse, physical health and social care within the criminal justice system.

Pay, benefits and practical details

The salary for this role is £51,203 to £56,111 per year, depending on experience. It is a full-time post, typically 37 hours per week, with standard benefits attached to Civil Service terms. The MoJ supports hybrid working where business needs allow, but the role is on-site and UK-based, with an arrangement to be discussed and reviewed after pre-employment checks. The office locations may be in the nearest Justice Collaboration Centre or Justice Satellite Office, with arrangements confirmed on appointment.

Annual leave is 25 days on appointment, rising to 30 days after five years of service, plus public holidays; part-time or job-share posts are pro-rata. The role is covered by the Local Government Pension Scheme (LGPS) administered through the GMPF, with implications for existing civil servants depending on previous terms. Training and development are a stated priority, and there are employee networks for minority groups and for carers, among other supports. All candidates will undergo security and identity checks before starting, and nationality rules apply as described in Civil Service guidance. The role requires eligibility to work in the UK and may include DBS Standard checks as part of the verification process. The Civil Service code and merit-based recruitment principles apply throughout the process.

Advice for applicants

When you craft your resume, lead with a concise summary of your leadership in health and justice settings and your success coordinating multi-agency teams to deliver regional outcomes.

To demonstrate you meet the must-haves, foreground concrete examples where you managed coordinators, delivered on workstreams, and used performance metrics to show improvements in health outcomes for probation clients.

For the interview, plan for a presentation as part of the assessment and remember you may use your own device to deliver it, but you must close the device at the end of the presentation. Prepare to discuss how you would balance mental health, substance misuse, physical health and social care needs across a large region, and be ready to talk through your approach to complex stakeholder engagement.

Think of a strong question to ask that shows your grasp of regional priorities and the link to national health and justice goals, for example, how regional priorities are aligned with upcoming national strategies and how success will be measured in the first year of your leadership.
