MTM Health is seeking an ADA Assessment Program Manager to lead the ADA Paratransit Eligibility Center in Orange, California. This onsite role puts you at the center of paratransit operations, shaping how eligibility is determined and how services are delivered to communities that rely on accessible transit. The company values collaborative problem‑solving and practical outcomes, and the right candidate will enjoy guiding a team through complex assessments and client coordination.

Based at the Orange location, you’ll work closely with Paratransit Operations and serve as the internal and client-facing lead for the eligibility program. The position emphasizes contract compliance, timely service delivery, and strong customer service, with opportunities to influence processes and documentation while maintaining HIPAA standards. If you’re drawn to managing people, coordinating with clients, and applying ADA knowledge to real-world transportation challenges, this could be a great fit.

The role suits someone who has built leadership experience in public transportation or a related field, particularly with ADA paratransit programs. It’s a good match for you if you like establishing clear expectations, mentoring teammates, and partnering with clients to ensure programs meet contractual requirements and adapt to evolving needs.

Keeping the ADA eligibility program on track

In this position you’ll oversee the day‑to‑day operations of the eligibility center, guiding both direct reports and support staff to deliver accurate assessments and dependable service. You’ll establish a strong relationship with the client, acting as the primary liaison to ensure their needs are understood and addressed promptly. You’ll become the subject matter expert on the contracted program, translating MTM and client requirements into practical actions and ensuring everyone stays aligned on documentation, reporting, and compliance. You’ll keep up with MTM and client software, educate the client on MTM procedures, and continuously review service delivery to confirm that assessments are appropriate and effective. When complaints arise, you’ll respond thoughtfully and document the process. You’ll mentor new hires, deliver education on evolving processes, and work with support staff to maintain program effectiveness. You’ll assess results with your team to ensure accuracy and integrity, and you’ll help determine which functional assessments applicants must undergo while ensuring final eligibility decisions are based on a comprehensive review of applications, interviews, and assessments. You’ll stay current on cognitive and physical assessments and the ADA, and you’ll build rapport with applicants and their families, ensuring timely and accurate reporting while upholding confidentiality.

There will be occasions to conduct one‑on‑one in‑person mobility interviews and, when needed, perform physical and cognitive assessments. You may administer tests such as FACTS, MoCA, MMSE, Beck Anxiety Inventory, and the Tinetti Gait and Balance Assessment as part of the evaluation process. The role also involves documenting conclusions, maintaining up‑to‑date knowledge of ADA regulations, and representing the organization in a way that reflects MTM’s culture and brand standards. You’ll ensure all required documents and work plans are prepared and submitted as needed, and you’ll maintain a positive, professional attitude when engaging with staff, applicants, and caregivers.

Advice for applicants tailored to this role

Lead your resume with the ADA paratransit program you’ve managed and the teams you’ve guided. Highlight the size of the program you’ve operated and the way you ensured contract compliance, since those are core to this role.

Demonstrate the must‑have qualifications by weaving in your experience with the Easterseals Project Action workshop, the Transit and Paratransit Management Certificate Program, and your Certified Travel Training Instructor credential. If you’ve used the FACTS, MoCA, MMSE, Beck Anxiety Inventory, or the Tinetti tests in prior roles, describe how you integrated those findings into eligibility decisions and client communications.

Be ready to discuss your approach to interviews and assessments during the selection process, including how you balance application data, interview observations, and test results to reach fair determinations. Prepare concrete examples of how you handled confidentiality, HIPAA requirements, and client liaison duties in previous roles.

Think of a thoughtful question to ask at the end of your interview that shows you’re focused on program effectiveness and client outcomes, such as how MTM measures contract compliance performance for the ADA Eligibility Center or what success looks like for the client liaison role over the first year.
