Quality Control Manager

Location: Bern, Switzerland

Position Overview

Futron is seeking an experienced Quality Control Manager to oversee and coordinate the planning, implementation, and supervision of the project Quality Assurance/Quality Control (QA/QC) program. The QC Manager will work closely with Project Managers, employees, vendors, consultants, subcontractors, and outside agencies to ensure all work meets contract requirements, applicable standards, specifications, and quality expectations.

The QC Manager will maintain independent authority over the quality control program and will report directly to Futron’s home office management team rather than the onsite Project Manager. This autonomy is critical to ensuring the quality control program is effectively implemented and enforced.

Key Responsibilities

  • Develop, implement, lead, and continuously improve QA/QC programs, procedures, and processes.
  • Develop and implement an overarching Quality System Plan (QSP) and task order-specific Quality Control Plans.
  • Review, update, and maintain quality plans and deliverables as required.
  • Coordinate with Project Managers during the early stages of projects to review contract requirements and identify all necessary testing, inspection, and quality resources.
  • Ensure materials, workmanship, and construction comply with contract plans and specifications, applicable building codes, and national and international standards.
  • Conduct preparatory meetings, inspections, testing, and required QA/QC documentation.
  • Hold daily preparatory meetings with subcontractors and relevant project personnel to establish QA/QC and safety requirements for each definable feature of work.
  • Develop and maintain quality control reports, inspection records, testing documentation, post-construction reports, and detailed progress reports.
  • Maintain accurate records of all inspections and tests to demonstrate compliance with contract requirements.
  • Review and communicate testing and inspection results to supervisors and project leadership.
  • Perform routine, scheduled, and as-needed inspections of all aspects of contract performance.
  • Identify deficiencies and ensure corrective measures are implemented effectively and prevent recurrence.
  • Monitor the effectiveness of quality systems and recommend process improvements and corrective actions.
  • Conduct compliance-oriented audits to verify operational compliance with contract requirements, regulations, policies, and procedures.
  • Assist with the development and administration of Quality Control, Safety, and Environmental Protection Plans.
  • Coordinate with the Program Manager on acceptance testing for procured equipment and materials to ensure final products meet or exceed required quality standards.
  • Review and approve submittals, including recommendations regarding variations, value engineering, and betterments.
  • Assist with coordinating, supervising, and managing onsite personnel and subcontractor work.
  • Track and maintain records of project warranty issues and ensure appropriate follow-up.
  • Provide technical assistance to corporate leadership and senior customer representatives regarding audit results, compliance issues, and applicable regulatory requirements.
  • Recruit, develop, mentor, and manage assigned CONUS/OCONUS personnel as required.
  • Promote quality awareness and ensure consistent implementation of established quality processes and methodologies.
  • Support process improvement initiatives focused on improving quality, productivity, and workmanship.
  • Maintain and enforce applicable safety regulations and building code requirements.
  • Promote safety awareness and follow established safety procedures to reduce or eliminate accidents.
  • Comply with OSHA rules and regulations and applicable project safety requirements.
  • Maintain required professional certifications and accreditations as applicable.

Education & Experience

Candidates must meet one of the following qualifications:

  • Option 1: College degree in Engineering, Architecture, Construction Management, or a related technical field, along with a minimum of 8 years of experience implementing construction quality control programs for similar projects. A combination of direct experience and education may be considered in lieu of a college degree.
  • Option 2: High school education with 15 years of construction experience and successful completion of a company- or union-sponsored training program in the discipline to be inspected. Experience must include a minimum of 10 years as a tradesman, including at least 5 years performing QC inspection activities.

Required Qualifications

  • Top Secret security clearance required.
  • Experience implementing construction quality control programs for similar projects.
  • Knowledge of applicable construction practices, building codes, regulations, and occupational safety and health requirements.
  • Knowledge of ISO 9001:2015 quality management standards.
  • Strong interpersonal and communication skills with the ability to effectively communicate requirements to staff, subcontractors, clients, and other stakeholders.
  • Strong organizational skills with the ability to prioritize multiple tasks, meet deadlines, and work effectively under pressure.
  • Ability to work flexible hours as required to meet project deadlines and quality requirements.
  • Strong attention to detail and commitment to quality workmanship.
  • Ability to communicate effectively both orally and in writing.
  • Ability to remain calm and professional in highly stressful situations and handle criticism constructively.

Preferred Qualifications

  • U.S. Army Corps of Engineers (USACE) and Naval Facilities Engineering Command (NAVFAC) Construction Quality Management for Contractors training is strongly desired.
  • Experience working on CONUS and OCONUS construction projects.
  • Experience with quality management systems and continuous process improvement.
  • Current professional or industry certifications/accreditations such as State, ACI, ICC, NICET, AWS, or similar credentials.

Software Proficiency

  • Microsoft Office Suite
  • Microsoft Project
  • Advanced proficiency with scheduling software preferred

Working Conditions

This is an onsite position in Bern, Switzerland. The position may require flexible working hours and the ability to work in highly stressful environments while maintaining professionalism and sound judgment.
