SPPA is recruiting a temporary nine month Delivery Manager to lead the Records Management Solution project in Tweedbank, Galashiels, coordinating Nexus implementation, information reduction and change activities across multiple workstreams. You will use Agile and PRINCE2 to maintain plans, RAID logs and governance, manage risks and dependencies, and ensure delivery, adoption and benefits realisation to business as usual. The role requires strong stakeholder engagement between technical and non-technical teams and a practical blended delivery approach. Offer includes 35 hours per week with hybrid flexibility and two days on site; no Skilled Worker sponsorship. We have an opportunity for a B3 Delivery Manager to join the SPPA on a temporary basis for 9 months to support in the delivery of the SPPA Records Management Solution project. 
The Scottish Public Pensions Agency (SPPA) administers pensions for Scottish Teachers, Police, Firefighters' and National Health Service employees on behalf of the Scottish Government.

The Delivery Manager will be accountable for the successful delivery of the SPPA Records Management Solution Project, ensuring effective coordination of project activities, stakeholders, suppliers and governance arrangements.

Reporting to the Data Protection and Information Governance Manager, the postholder will lead delivery across multiple workstreams, including implementation of the Scottish Government Nexus electronic records management system, information governance improvements, G:Drive information reduction activity and alignment with Scottish Government digital programmes. The Delivery Manager will be responsible for maintaining delivery momentum, managing risks and dependencies, and ensuring the project delivers its intended business, compliance and operational outcomes.

The project includes preparation for, and implementation of, the Scottish Government Nexus electronic records management system, development of an organisational file plan, structured information reduction activity, and delivery of associated change management, training and adoption activities.

The Delivery Manager will work across business areas, Information Asset Owners, Digital and IT colleagues, Scottish Government stakeholders and suppliers to coordinate delivery and realise project benefits.

 
Responsibilities
 
 
  • Lead delivery of the Records Management Solution Project using Agile and PRINCE2 methodologies
  • Coordinate delivery across multiple workstreams, including Nexus implementation, information reduction and change activities
  • Develop and maintain project plans, RAID logs, milestone tracking, governance reporting and change control processes
  • Engage Information Asset Owners, business stakeholders and system providers to define file plans, retention requirements and information governance controls
  • Ensure project aligns with existing Scottish Government programmes and information management best practices
  • Implement records management policies, procedures and governance arrangements to support compliance and operational effectiveness
  • Monitor risks, benefits realisation, adoption measures and delivery performance to ensure successful transition to business as usual ownership
  • Lead and influence cross-functional teams and senior stakeholders, building records management capability, driving collaboration and ensuring delivery within agreed timescales, budgets and resources

Technical:

  • Agile and Lean practices - Practitioner Level

  • Have abilities in PRINCE 2, Agile and Lean practices, adeptly showing and comparing processes, fostering experimentation, resiliently adapting, and reflecting, employing a blended approach depending on the context, measuring, and evaluating outcomes, and helping teams in managing and visualising outcomes effectively
  • Have an ability to communicate between technical and non-technical stakeholders, adeptly interpreting their needs, managing stakeholder expectations, handling both active and reactive communication, and supporting or hosting difficult discussions within the team or with diverse senior stakeholders.

Working pattern
This role is a temporary position with an expected commitment of 9 months to support in the delivery of the SPPA Records Management Solution project.

Selection Process

Applications will be reviewed by panel. Shortlisted candidates who are considered to have the skills and experience will be invited to interview and will be asked to prepare a short presentation as part of the interview with the hiring manager and another two panel members. The panel will recommend the candidate considered most suitable for the post.

Interviews are expected to be scheduled for 7th or 14th September 2026.

Skilled Worker sponsorship is not available for this role. As a result, we are unable to appoint candidates who require Skilled Worker sponsorship now or in the future. Applicants must have an existing and ongoing right to work in the UK.
