The Senior Manager – GIS will lead the implementation and management of Geographic Information Systems (GIS) to support business operations and decision-making. This role involves overseeing GIS team, projects, ensuring data integrity, optimizing geospatial technologies, and integrating GIS with business systems. He will have strong leadership skills, expertise in GIS software, applications, new technologies and the ability to drive innovation through spatial data analytics.  

•    GIS Strategy & Implementation
o    Define GIS policies, standards, and frameworks to ensure consistent and efficient geospatial operations.
o    Identify opportunities to leverage GIS for business growth, operational efficiency, and customer engagement.
•    Project and team Management
o    Manage the day-to-day GIS Solutions team activities
o    Coordinate with internal teams, external vendors, and consultants to drive successful GIS implementations.
o    Establish milestones, performance metrics, and reporting mechanisms to enhance the GIS team outputs.
•    Geospatial Data Management
o    Oversee the design, optimization, and maintenance of the GIS database, ensuring high data quality, accuracy, and accessibility. Implement governance policies for metadata, version control, and data integrity.
o    Oversee the collection, storage, processing, and maintenance of high-quality geospatial data including the land bank.
o    Ensure data accuracy, consistency, and reliability to support business analytics and decision-making.
o    Develop policies for data governance, metadata management, and data sharing across departments.
•    System Integration
o    Manage the Integrated GIS with other applications such as ERP, CRM, authority systems , and Business Intelligence tools.
o    Ensure seamless data exchange and interoperability between GIS and other IT systems.
o    Work with IT teams to optimize system performance, scalability, and security.
•    Technology Optimization
o    Evaluate, recommend, and implement emerging GIS technologies, tools, and platforms.
o    Enhance spatial data visualization, automation, and predictive analytics capabilities.
•    Stakeholder Collaboration
o    Engage with internal stakeholders across all Dubai Holding Verticals, including finance, legal, and master planning, development, infrastructure teams, to understand GIS requirements and process the received requests 
o    Collaborate with authorities including DEWA, RTA, Trakhees, DDA, DLD to make sure the data is update to date
•    Analytics & Reporting
o    Provide geospatial analysis, reports, and dashboards to support strategic decision-making.
o    Develop models and simulations to analyze spatial trends, risks, and business opportunities.
o    Present GIS insights to senior management, helping drive data-driven business strategies.
•    Team Leadership & Training
o    Build and manage a high-performing GIS team, fostering innovation and skill development.
o    Provide training programs and knowledge-sharing sessions to enhance GIS expertise within the organization.
o    Establish a culture of continuous learning and technical excellence.

Minimum Qualifications and Knowledge:

•    Bachelor’s degree in geographic information systems (GIS), Geospatial Sciences, Geomatic, or a related field.
•    A master’s degree in GIS, Data Science, or Business Administration (MBA) is preferred.
•    Esri Technical Certification is preferred
•    14 years of professional experience in GIS System and Data, 
•    Minimum 6 years in GIS Solutions and Enterprise system is preferred
