This 18‑month, full‑time post is based in Glasgow and Edinburgh with a hybrid model (two office days) and weekly Transition Team in‑person sessions. You will help design the agency’s digital presence and underpin infrastructure, coordinating with SG digital, data and technology teams and supporting procurement where needed. Overview 

More Homes Scotland Is being established as a new Executive Agency of the Scottish Government, in response to the scale and urgency of Scotland’s housing challenges and the need for a stronger, more delivery focussed approach to housing supply. 

The creation of More Homes Scotland reflects a commitment to address these challenges by simplifying how housing delivery is supported, strengthening operational focus, and enabling greater scale and speed of delivery across all tenures. 

To support the move from programme design to implementation, a dedicated, time-limited Transition Team has been established. The Transition Team’s primary goal is to design, coordinate and oversee the establishment of More Homes Scotland, ensuring the agency is set up in a coherent, well governed and deliverable way.

The team will:

  • Develop the agency’s Target Operating Model, clarifying its core functions, roles and ways of working
  • Coordinate governance, assurance, finance and resourcing actively to ensure readiness for implementation
  • Support informed Ministerial decision making and alignment with wider public service reform objectives
  • Work collaboratively with colleagues across Scottish Government and with stakeholders to draw on delivery expertise and share the agency’s design

 

The Transition Team will play a critical role in ensuring More Homes Scotland is positioned to move confidently into its next phase, with clear purpose, strong foundations and a shared understanding of how it will operate and add value. 

The post holder will play an important role in supporting the establishment of More Homes Scotland by contributing to the development of the agency’s digital presence and underpinning infrastructure.

Working to a C1 Digital and Infrastructure Lead, and in close collaboration with Scottish Government digital, data and technology functions, the role will focus on ensuring that More Homes Scotland has the appropriate digital foundations, platforms and services in place to operate effectively from launch.

 

A key aspect of the role will be supporting how the agency presents itself digitally, including its website, user journeys and online interactions, as well as contributing to the safe and effective transition of digital infrastructure into the new organisation.

Responsibilities

  • Support the design and delivery of More Homes Scotland’s digital presence, including working across Scottish Government to establish an external website and associated digital channels.
  • Coordinate with SG digital, data and technology functions to ensure alignment with corporate standards, accessibility requirements and security protocols.
  • Contribute to the development of the agency’s digital and data infrastructure, including systems, platforms and tools required to support operational delivery.
  • Help define requirements for digital services, ensuring user needs are understood and reflected in design and implementation.
  • Support the procurement or onboarding of digital solutions, where required, in line with SG processes and controls.
  • Identify and highlight opportunities to improve digital capability, infrastructure and ways of working within the new agency.
  • Support activity to transfer digital assets, services and infrastructure from existing Scottish Government arrangements to More Homes Scotland.

  • Work flexibly across the Transition Division, supporting priority activity and responding to changing demands in a fast-paced and high-profile programme environment.

Experience/Essential Criteria

  • Experience of contributing to the development or delivery of digital products or services, such as websites, digital platforms or user-facing online content.
  • Understanding of digital standards and requirements, including accessibility, user-centred design and working within corporate or government digital frameworks.
  • Experience of working with digital, data or technology colleagues to support the design, development or implementation of systems, tools or infrastructure.
  • Experience of supporting the setup or transition of digital services, platforms or infrastructure, including contributing to how organisations present themselves and interact digitally.

Team Working Arrangements

We operate a hybrid working model, with all colleagues expected to spend a minimum of two days per week in an office location.

The Programme Team meet weekly in person, alternating between Glasgow and Edinburgh. These sessions are an important forum for collaboration, collective problem-solving and maintaining pace of delivery. Team members are therefore encouraged to attend regularly, recognising the value these meetings bring in ensuring alignment across workstreams and supporting effective programme delivery.

The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
