Mission:
The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description:
Performs moderately complex accounting work specifically in the processing, auditing, and reconciliation of general ledger payroll and travel transactions. Additional duties include processing, auditing and reconciliation of accounts payable and receivable, support work and/or technical program assistance. Performs technical duties relating to the monthly, quarterly, and annual financial reports. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Job Duties:
•    Prepares monthly and supplemental payrolls, ensuring compliance with State and Federal laws and regulations and Department operating procedures.
•    Performs detailed monthly status analysis of employee salaries, Benefit Replacement Pay, longevity, and related changes.
•    Maintains all expenditure records of payroll and payroll related expenses for the preparation and filing of all Federal and State quarterly and year end payroll reports.
•    Reconciles all payroll and payroll related expenses prior to fiscal and calendar year end rollover.
•    Assists Department employees and external entities regarding payroll related and travel matters.
•    Audits and approves travel reimbursement vouchers for compliance with state rules and Department policy.
•    Trains new employees on travel rules and regulations during new employee orientation; instructs employees on legislative changes to Comptroller travel rules and regulations in writing; and conducts in-person or virtual travel training for Department staff.
•    Investigates, develops, and recommends updates to the travel section of the Department Policies and Procedures Manual.  
•    Maintains and reconciles the travel advance fund including preparing checks for approval and signature, auditing vouchers, and verifying repayments and reimbursements as needed. 
•    Monitors agency funding accounts to ensure availability for approved transactions.
•    Reviews accounting and financial documents for accuracy and compliance with agency policies and procedures and with state statutes
•    Assists in preparation of financial statements, reports, schedules, and exhibits. 
•    Classifies, codes, posts, and balances financial and accounting documents and records; prepares or processes general entries. 
•    Reconciles accounts, bank statements, or appropriation balances and reports findings as appropriate/directed. 
•    Provides support as required for deposit preparation, and cash control records.  
•    Analyzes agency accounting records, such as expenditure, fund, appropriation, and revenue collection records.  
•    Provides agency staff with technical knowledge and functional support using comprehensive knowledge of assigned area of responsibilities. 
•    Communicates with others to provide, exchange, or verify information, address issues or resolve concerns. 
•    Prepares monthly expenditure and revenue reconciliations.
•    Prepares quarterly Binding Encumbrance Voucher.
•    Prepares quarterly Building Service Allocations.
•    Processes new and updated AP-152 (Application for Texas Identification number) and account changes for direct deposits.
•    Serves as the primary Level 1 contact for CAPPS HR/Payroll to submit and respond to all payroll related service request tickets. 
•    Performs backup duties to other accountants as needed to ensure workload is current.
•    Performs other duties as assigned.

 

 

Qualifications

 

Required Minimum Qualifications:
Experience and Education Requirements:

Accountant IV:
•    Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, or related field. 
•    Two years of experience in State of Texas accounting and financial operations. 
•    One year of experience in state travel auditing for compliance with state and agency travel rules.
*Accounting experience may be substituted for education on a year for year basis.

Accountant V:
•    Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, or related field.  
•    Three years of experience in State of Texas accounting and financial operations. 
•    Two years of experience in state travel auditing for compliance with state and agency travel rules.
•    Experience in state payroll processing within CAPPS HR/Payroll.
*Accounting experience may be substituted for education on a year for year basis.  

Preferred Qualifications:
•    Experience using CAPPS Financials and/or the Uniform Statewide Accounting System.
•    Licensed Certified Public Accountant.

Special Requirements:    
•    Position requires minimal overnight travel, up to 5%.
•    Must possess a vehicle capable of transporting supplies and mail.
•    Must possess or obtain within 90 days a valid Texas Driver’s license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection.

Knowledge, Skills, and Abilities:
•    Knowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records and of automated accounting systems.
•    Proficiency in operating personal computers using Microsoft applications to include Excel and Word. 
•    Skill in using office equipment such as copiers, printers, and fax machines. 
•    Ability to interpret complex accounting transactions and apply accounting theory. 
•    Ability to work accurately with numerical detail. 
•    Ability to analyze, consolidate, and interpret accounting data.  
•    Ability to communicate effectively.

Physical Requirements and/or Working Conditions:
This position requires the incumbent to frequently perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive use of a personal computer, copiers, printers, telephone and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions.

Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. Position requires frequent work under stress, as a team member and in direct contact with others. Travel is less than 5% with minimal overnight stays.
