The Duty Manager ECD is responsible for ensuring the efficient and effective management of airport security, crisis management, and operational support. The role serves as the primary liaison with government authorities, airlines, and other stakeholders to maintain smooth airport operations, ensure compliance with aviation security regulations, and manage emergency and crisis situations. The position plays a critical role in coordinating airport responses to security incidents, irregular operations, public health emergencies, and national-level crises.


Responsibilities

Security and Government Liaison

  • Serve as the primary liaison with governmental authorities, including ICP, National Guard, law enforcement, security, and regulatory bodies.
  • Manage AVSEC-related activities such as issuing airport passes, preparing official correspondence, and handling inadmissible and no-show passengers.
  • Review security-related documents to ensure compliance with AVSEC policies and regulatory requirements.
  • Monitor and communicate updates to GCAA Directives, Advisories, and Civil Aviation Regulations.
  • Review, interpret, and distribute circulars, notices, and instructions from government agencies to relevant stakeholders.

Operational Coordination

  • Facilitate VIP movements, official delegations, repatriation missions, and special visits with internal and external stakeholders.
  • Coordinate with operational stakeholders on issues requiring AVSEC or government intervention, including medical emergencies, security incidents, and irregular passenger movements.
  • Ensure timely and effective communication with internal teams and external agencies during operational incidents.

Crisis and Emergency Management

  • Lead the implementation of Crisis Operations protocols with airport stakeholders and external agencies.
  • Act as the focal point for crisis-related coordination and communication with the Abu Dhabi Crisis Management Centre (ADCMC).
  • Support all phases of crisis management, including preparedness, response, recovery, and mitigation.
  • Participate in drills, simulations, exercises, and post-incident reviews to enhance crisis readiness.
  • Provide crisis-management support during shift hours alongside the Terminal Duty Manager and AOCC Duty Manager.
  • Support airport operations during irregular operations (IRROPs), large-scale disruptions, and national-level alerts.
  • Facilitate structured information sharing with ADCMC and relevant authorities to support real-time decision-making and compliance.

Public Health and Passenger Support

  • Manage public health alerts and disease outbreak responses.
  • Support case coordination and health-related passenger incidents.
  • Facilitate information exchange during health-related emergencies.

Reporting, Compliance and Documentation

  • Maintain records of crisis incidents, AVSEC matters, stakeholder communications, and response actions.
  • Prepare and submit reports covering key issues, decisions, escalations, and recommendations.
  • Monitor compliance with AVSEC, safety, and crisis management procedures and recommend corrective actions where necessary.
  • Provide executive-level reporting and support operational decision-making.

Additional Duties

  • Undertake additional responsibilities as assigned to support evolving organizational priorities, growth, and collaboration.

 

Requirements and Skills

Education & Qualifications

  • Bachelor's degree in Airport Operations, Law, Business Administration, or a related field.
  • Relevant industry certifications, accreditations, courses, and qualifications appropriate to the role and business requirements.

Experience

  • Minimum of 8 years' experience in the aviation industry or operational functions.
  • Experience working in senior operational or management-level positions.
  • Knowledge of integrated operational solutions.
  • Experience preparing reports and presenting information to managerial-level stakeholders.
