The Infrastructure Services Group (ISG) is responsible for managing and maintaining Brisbane's transport network and the main delivery arm of Council, responsible for the planning, development, delivery and maintenance of essential infrastructure and assets across Brisbane.

The role:

We’re looking for a trusted and influential leader who can operate at both ends of the spectrum — grounded in the realities of delivering work safely in a large, blue-collar environment, while also shaping what the future looks like through data, digital and emerging technologies.

Reporting to the Group Executive, the General Manager Strategy and Performance is a pivotal enterprise leadership role accountable for:

  • Shaping strategy, performance, risk, assurance and governance to strengthen delivery and accountability
  • Leading meaningful safety culture uplift across ISG
  • Driving digital transformation and continuous improvement across the Group

This role is critical in strengthening safety outcomes, enabling data-driven performance, and ensuring ISG delivers high-quality, efficient and sustainable services to the community.

In this role you will:

  • Drive a step-change in safety culture and performance across a large, predominantly blue-collar workforce, with a strong focus on frontline engagement, critical risk management and measurable improvement
  • Shape ISG’s strategic program, ensuring clear alignment between priorities, investment and delivery, with strong visibility of performance and delivery confidence
  • Drive digital transformation and continuous improvement, leveraging data, systems and technology to enhance asset management, infrastructure delivery and operational performance
  • Lead risk, assurance and governance functions, ensuring robust frameworks, clear accountability and independent oversight to support compliance and effective risk management
  • Embed enterprise performance frameworks, strengthening data-driven decision making, transparency and accountability across the Group
  • Champion a high-performing, values-led culture, with a strong focus on safety, inclusion, continuous improvement and leadership capability

What you will bring:

  • Proven executive leadership experience in leading safety culture and performance uplift, ideally within large, operational or blue-collar environments
  • Demonstrated ability to drive enterprise transformation and digital uplift, delivering measurable performance and efficiency improvements
  • Strong experience in risk, assurance, governance and compliance, within complex, high-accountability environments
  • A track record of leading strategy and performance functions, aligning priorities, investment and delivery outcomes
  • Highly developed stakeholder engagement, communication and influencing skills, with the judgement and credibility to operate effectively at executive and organisational levels
  • Strong commercial acumen and people leadership capability, with experience aligning investment to strategic outcomes and building high-performing multidisciplinary teams

Desirable: Relevant tertiary qualifications in business, public administration, infrastructure or a related discipline, and experience working within large government or infrastructure organisations.
