Context & Environment

In the position of HSSE Engineer, the collaborator will support monitoring and continuously improving the HSSE compliance of onshore wind and solar renewable projects and assets in the MENA region (for origination, development, construction and operation phase) with respect to TotalEnergies and applicable international requirements if financed by the lenders.

Activities

Transversal coordination : 

  • Participate in HSSE coordination meetings when required, 
  • Coordinate various HSSE activities and campaigns (World Day for Safety, Environmental Day, Contractor HSE Forum, etc) when required, 

HSE Management System (MS):

  • Support the deployment, effective implementation and monitoring of Company HSSE standards, procedures and programs across the HUB.
  • Support the implementation and deployment of HSE Culture (Golden Rules, Stop Card, etc.), ensuring the compliance with Company commitments across all development, construction & operation sites,
  • Support monitoring various HSSE action plans, roadmaps and compliance to relevant HSSE legislation and statutory requirements.
  • Assist in complying with ISO 14001/45001/50001 requirements when required,
  • Support to promote HSSE awareness and training, and support return of experience (REX) and sharing of best practices across the HUB.

HSSE Reporting

  • Collect relevant information and report HSSE data, 
  • Be the focal point for monthly/annual HSSE projects reporting consolidation within the MENA perimeter

Ensure HSSE support to projects (BD/PD) during development phase: 

  • Support projects to comply with applicable laws, regulations, Company’s HSSE standards, policies and commitments, and international standards (IFC, EBRD, ADB) when necessary,
  • Contribute to HSSE risk assessments/screenings/CORISK for internal approval processes (internal committees), 
  • Support conducting HSSE Due Diligence (DD) on existing HSSE documents made available by Developers or business partners to ensure compliance with applicable HSSE standards.
  • Support supervising the development of E&S studies (ESIA/ESMP, SEP, RAP, BAP) 

Ensure HSSE support to projects during construction and assets in operation phases: 

  • Before operation: support preparing HSSE requirements (HSSE Annex) for Contractors, ensuring available HSSE studies outcomes and main requirements are well considered in the EPC contract, involvement during EPC selection process on HSSE topics
  • Support reviewing various HSSE management plans provided by Contractors 
  • During operation: Support monitoring and ensuring proper implementation of all HSSE mitigation measures by Contractors and Sub-contractors, in collaboration with TotalEnergies staff on site,
  • Participate in HSSE site inspections where necessary, support local staff during lender technical advisor audits.

Candidate Profile

Diploma: HSE and risk management. 

Professional Experience: 

  • Minimum 5 years of professional experience in the above domains, including at least 2 years in renewable projects
  • Experience in managing and supervising ESIA/ESMP and related E&S studies is strongly recommended
  • Experience in Construction and O&M environmental and social management is a plus
  • Experience with IFC Performance Standards, Equator Principles and E&S due diligence (ESDD) is a plus
  • Knowledge of ISO 14001/45001/50001 and experience with HSE management systems development is strongly recommended
