Key Accountabilities:
- Provide overall leadership and direction to PMC and Contractor commissioning teams, ensuring commissioning feasibility and readiness from the FEED stage through EPC completion, while driving stakeholder alignment and successful project delivery.
- Reports and liaise with the commissioning manager and other functional leads.
- To carry out pre-commissioning and commissioning activities of the project. commissioning and coordination procedures with the company and Contractor/Vendor during the critical stages to ensure safe commissioning and meeting defined project production targets.
- Plans, directs and supervises all commissioning activities through providing technical and operational support. Supervises mechanical completion, performance tests and discusses all outstanding CARs and NCRs.
- Provides technical input with the PMT/PMC during different stages of the project. Ensures that all formal handover documentation (Engineering and operating manuals etc), plus all required materials (spare parts and consumables etc) in accordance with planned maintenance schedule.
- Review and approve post commissioning scenarios, operation scenarios/overhaul philosophy/emergency and preventative maintenance procedures.
- Plans, directs, supervises and controls the activities of assigned personnel in the Commissioning Team and exercises the supervision function at the level established by the Management. Advise Maintenance, Engineering and other departments on complex technical matters.
- Manages the Commissioning Teams across functions and site, as well as external contractors, to deliver the project successfully to agreed budget and timescale, ensuring all HSE requirements are adhered to.
- Determines work priorities, approves alterations to shift crew, and plans/reviews day-to-day project and commissioning activities in line with targets.
- Reviews commissioning procedures and P&IDs; attends technical project review meetings (HAZOP/SIL, design studies, etc.); participates in vendor workshops for acceptance tests and provides comments on shortfalls.
- Studies and analyses complex technical problems/constraints related to plant operation and maintenance, including diagnosis of problem situations, and recommends/approves solutions and action plans.
- Ensures spare parts and required materials are ordered in accordance with planned maintenance schedules. Supervises periodic reviews as required by Procurement Division. Ensures all operating, maintenance, and vendor documentation is handed over to the Company as per project requirements.
- Initiates, reviews, and endorses amendments to: 1. Permit to Work, 2. Standing Instructions, 3. General Operating Procedures, 4. Operating Procedures, and 5. Maintenance Preparation Procedures.
- Prepares and monitors Operations and Maintenance commissioning project budgets, performance, and utilization, and provides periodic reports for management.
- Contributes to meetings with Production, Engineering, I&Q, HSE, and Project Divisions for discussion of technical problems, HAZOP and other process studies. Develops/proposes plant modifications and long-term studies to increase the efficiency, safety, and reliability of plant equipment.
- Responsible for developing and maintaining the start-up schedule, controlling all costs associated with commissioning, including labour and equipment, and integrating activities with Engineering, Construction, and Commissioning deliverables
- Utilizes technical skills and depth of experience to identify potential risks in operational activities through risk assessments, advanced audits, and other means to ensure HSE/PTW compliance and minimize production losses.
- Assures the safety of personnel and assets by ensuring compliance with HSE regulations; attends safety meetings, committee meetings, Management Safety Tours, Advanced Safety Audits, and operational audits to promote awareness of HSE rules and regulations and ensure strict adherence by personnel and contractors.
- Plans and controls the preparation and release of equipment, ensures work permit procedures are strictly complied with, and periodically reviews/audits the procedures to ensure safety.
- Performs the role and bears the responsibilities assigned to the position in accordance with the provisions of the Company HSE Manual.
- Performs other related duties, including conducting technical interviews and any other duties as directed by management.
Minimum Experience and Qualification
- A bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
- Must have at least five (5) years of experience in a similar position on major Oil & Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
- ADNOC & Offshore project experience is preferred.
