The Opportunity

As Personnel Security Manager, you'll provide leadership across personnel security, insider risk and vetting activities that support EDF's operational fleet and Sizewell C, as part of Nuclear Services – the UK’s civil nuclear technical centre of excellence. You’ll help shape security policy, influence business strategy and provide tailored advice and solutions aligned to the unique regulatory requirements of the civil nuclear sector.

You’ll be the focal point for personnel security matters with our external stakeholders; these include the UK civil nuclear regulator, the Department for Energy Security & Net Zero (DESNZ), the National Protective Security Agency, the Cabinet Office and international bodies such as the World Institute of Nuclear Security and the US Department of Energy.

Based at Gloucester Business Park, the role requires office presence and regular travel to EDF and new-build locations. Due to the security classification of the work, office-based working will be essential for some activities, such as when handling information classified at Official Sensitive or above.

Who You Are

We're looking for a Personnel Security Manager who combines strong technical expertise with sound judgement and leadership experience. You'll be comfortable working in regulated environments, influencing senior stakeholders and balancing strategic priorities with operational delivery. Do you offer experience in...?

  • Personnel security, including UK vetting standards and requirements
  • Developing or managing counter-insider threat programmes
  • Senior stakeholder engagement with government bodies, regulators or national security organisations
  • Security risk management within highly regulated environments, managing complex security threats and conducting personnel security vulnerability assessments using NPSA-recognised methodologies
  • Leading teams and delivering security-related programmes or services

What You’ll Be Doing

  • Setting the strategic direction and priorities for personnel security, working closely with the senior leadership team
  • Managing budgets, resources and overall performance across the function
  • Building and maintaining trusted relationships with regulators and senior stakeholders
  • Leading, developing and inspiring a team of technical specialists across personnel security
  • Oversight of central support services, including vetting delivery (such as Baseline Personnel Security Standard (BPSS) clearances), functional assurance, governance and insider risk management

To be appointed to this role, you will need to meet the criteria for Developed Vetting (DV), which will, ordinarily, require you to have British residency for the last five years.
