The Program Manager will lead the successful delivery of digitalization programs across the Middle East region, ensuring that complex, multi-country programs achieve customer outcomes, commercial targets, operational excellence, and strategic growth objectives. The role will provide program leadership across digital transformation, connected operations, industrial software, data analytics, cloud-enabled solutions, cybersecurity-enabled delivery, and integration programs for customers in process industries, energy, utilities, infrastructure, and other strategic sectors.

The incumbent will act as the regional focal point for program governance, stakeholder alignment, risk management, financial performance, customer escalation, and adoption of digital delivery best practices. The role requires strong leadership in a matrix environment, the ability to influence senior internal and customer stakeholders, and a proven track record of delivering measurable business value through digital programs.

  • Own the end-to-end delivery of regional digitalization programs, including scope, schedule, budget, quality, risk, customer satisfaction, revenue, and gross margin performance.
  • Establish and maintain robust program governance, including steering committees, executive reviews, program health dashboards, escalation paths, risk registers, action tracking, and decision logs.
  • Lead cross-functional teams across project management, engineering, product, software, cybersecurity, data, cloud, services, commercial, legal, finance, and partner organizations.
  • Drive predictable execution across multiple countries and customer sites by standardizing program lifecycle practices, phase gates, delivery cadences, documentation, and reporting.
  • Translate customer business objectives into clear digital program outcomes, success measures, adoption plans, and value realization roadmaps.
  • Support revenue forecasting accuracy, billing milestones, cash collection, change order management, and financial reviews in alignment with operating plans.
  • Identify, assess, and mitigate delivery risks related to scope, technology integration, data readiness, cybersecurity, resources, vendors, localization, regulatory requirements, and customer dependencies.
  • Serve as the first level of management escalation for strategic customers in the region on program delivery, execution issues, and stakeholder alignment.
  • Partner with sales, customer success, product, engineering, and services teams to ensure digital solutions are delivered in line with customer commitments and regional growth priorities.
  • Drive adoption of program management tools, digital workflows, dashboards, analytics, and reporting mechanisms to improve visibility, predictability, and execution discipline.
  • Ensure compliance with internal project management standards, quality processes, safety expectations, commercial policies, cybersecurity practices, and applicable regional requirements.
  • Build, coach, and develop project and program management talent across the region, encouraging a culture of accountability, collaboration, continuous improvement, and customer focus.
  • Capture lessons learned from major programs and institutionalize best practices to improve future delivery performance and scalability.
  • Represent the regional program management function in business reviews, customer executive meetings, internal governance forums, and strategic planning discussions.
  • Minimum 10–15 years of experience in program management, project management, digital transformation, industrial automation, software delivery, or technology-enabled services.
  • Proven experience managing complex, multi-country programs in the Middle East region, preferably across oil and gas, refining, petrochemicals, chemicals, utilities, energy, manufacturing, or infrastructure sectors.
  • Strong understanding of digitalization programs, including industrial software, connected operations, data platforms, analytics, cloud-enabled solutions, system integration, cybersecurity considerations, and operational technology environments.
  • Demonstrated ability to manage revenue, margin, cash, budget, resource planning, forecasting, commercial risk, and customer commitments.
  • Excellent knowledge of program governance, project controls, change management, risk management, stakeholder communications, and executive reporting.
  • Experience working in matrix organizations and leading cross-functional teams without direct authority.
  • Strong customer-facing presence with the ability to engage senior executives, operational leaders, technical teams, and commercial stakeholders.
  • Excellent written and verbal communication skills in English; Arabic language capability is desirable.
  • High level of energy, resilience, ownership, and comfort working under pressure in a fast-paced regional environment.
  • Strong analytical, problem-solving, negotiation, influencing, and conflict-resolution skills.
  • Familiarity with Agile, hybrid, and traditional project delivery methodologies; PMP, PgMP, PMI-ACP, Scrum, or equivalent certification is desirable.
  • Bachelor’s degree in Engineering, Computer Science, Information Technology, Business, or a related discipline.
  • Advanced degree in Business Management, Engineering Management, Digital Transformation, or Technology Management is desirable.
  • Professional certification in project or program management, such as PMP, PgMP, PRINCE2, Agile, or Scrum, is preferred.
