POSITION SUMMARY

 

The Singapore Base Operations Support (BOS) contract provides multiple services on the Singapore Naval Base including Airfield Services, Facilities Maintenance, and vehicle maintenance support to the US Navy. The Designated Alternate Project Manager (PM) shall have a full authority to act for the Contractor on all contract matters relating to Singapore Base Operating Services Contract. The Alternate PM shall be on-site during the Government’s regular working hours and shall be available on-site within one hour after the Government’s regular working hours.

 

RESPONSIBILITIES

  • Accountable for the P/L of the project. Must monitor expenses and budget utilization, and report on financial performance to internal and external stakeholders.
  • Ensure all contract deliverables are completed in accordance with the Performance Work Statement and given deadlines
  • Identify growth opportunities organic to the program or to the NAVFAC Far East area of operations.
  • Staff the contract with certified and qualified employees that meet the contract requirements. 
  • Identify processes and procedures to facilitate the efficient execution of work that achieves the highest margins on target and non-target work. 
  • Set policies to ensure good order and discipline on the contract. 
  • Manage workforce to complete all contract requirements and facilitate performance management of staff. 
  • Serve as the main customer point of contact on all contract issues. 
  • Other duties as assigned. 

 

QUALIFICTIONS

  • Active Secret Clearance Required, ability to maintain clearance for the duration of the contract
  • Must have at least ten years of experience in managing a multinational workforce executing services of a similar size and scope
  • Military Department of Public works experience preferred
  • Experience managing large multifunctional teams to execute maintenance or other operations supporting military operations in deployed locations in the pacific is preferred
  • Naval installation command experience preferred
  • Must have a bachelor’s degree in business administration/management or engineering, based on a four-year course of study from U.S. accredited college or university or equivalent institution
  • Must have knowledge in working with DOD Contracts, preferably with US Navy
  • Must have the ability to actively engage with and Contracting Officer
  • Must have a valid Driver's License (US or International)
  • Proficiency with Microsoft Office Suite
  • Must be able to multi-task and work in a fast-paced environment
  • May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday

WORKING CONDITIONS

 

Business work hours are from 7:30 am – 5:30 pm, Monday through Friday, however some extended or weekend hours may be required. The work shall be performed at various locations within the Republic of Singapore, including PSA Sembawang, Changi Naval Base (CNB), and Paya Lebar Air Base (PLAB) or other locations in or around Singapore.
