Palmerston North, NZ

Citycare Property is looking for an experienced Project Manager to lead a diverse mix of facilities, infrastructure, renewals, and capital works across Linton Military Camp. The role sits within the New Zealand Defence Force Facilities Management Services team and involves working with NZDF personnel, consultants, contractors, and project partners to deliver projects that support the people who protect Aotearoa. The camp, located just south of Palmerston North, is the New Zealand Army’s largest installation and a major hub for engineering, logistics, infantry, armour, and a wide range of military capabilities. If you enjoy building solid relationships, juggling priorities, and steering projects from concept through to completion, this could be a strong fit for you.

In this position, you’ll take ownership of a portfolio and drive projects end-to-end, collaborating with a broad set of stakeholders while maintaining a clear governance trail. You’ll operate in a purpose-driven setting that blends public-sector standards with private-sector delivery discipline, all within a team that values safety, quality, and timely delivery.

Day-to-day at Linton Camp

You’ll lead projects from planning and procurement through to delivery and handover, keeping a sharp focus on milestones and governance while guiding teams toward clear outcomes.

Financials are front and centre in your daily work: you’ll manage budgets, forecast needs, control costs, and prepare reports that keep the portfolio on track financially. Contract administration is another core duty, with familiarity across NZS 3910, NZS 3915, and NZS 3916 to ensure compliance and alignment with standards.

Coordination with consultants, contractors, and specialist service providers runs in parallel with your relationship-building efforts. You’ll cultivate trusted links with NZDF stakeholders and project partners, spotting risks early and driving opportunities for improvement to keep projects safe, compliant, and high quality. You’ll also maintain the governance, reporting, and documentation necessary to satisfy oversight and delivery requirements.

Core requirements you should meet

  • Five-plus years of hands-on delivery experience on construction, property, infrastructure, facilities management, or capital works projects
  • Proven ability to deliver projects with strong commercial oversight and contract management, including administering contracts under NZS 3910, 3915, and 3916
  • Experience handling project budgets, forecasts, and financial performance
  • Demonstrated skill in building and managing relationships with clients, contractors, consultants, and stakeholders
  • Experience guiding projects through planning, procurement, delivery, and handover
  • Solid organisational skills, problem-solving capability, and decisive decision-making
  • Excellent stakeholder engagement and clear communication
  • A commitment to Health, Safety, Quality, and Environmental outcomes
  • Legal right to work in New Zealand, ability to pass a drug and alcohol test, consent to a Criminal Record Check, and meet NZDF security requirements

Nice-to-have requirements are not listed in the posting beyond the items above.

Pay, benefits and practical details

The role is full-time and onsite at Linton Military Camp, with Palmerston North just a short drive away. Citycare Property conducts annual salary reviews and offers a competitive remuneration package reflecting the scope of this work. Expect variety across facilities, infrastructure, renewals, and capital works, along with a good degree of autonomy to manage your project portfolio. The environment is a unique NZDF setting that values collaboration, safety, and high performance, and professional development opportunities are available to support career growth.

Advice for applicants

Tailor your resume to front-load your most relevant construction and facilities-management experience, especially any work that involved planning, procurement, delivery, and handover of capital projects.

Back up your claims with concrete examples of how you managed budgets, forecasting, and financial performance, and highlight any contracts you’ve administered under NZS 3910, 3915, or 3916 along with outcomes you achieved.

Prepare to discuss times you built strong relationships with clients, contractors, consultants, and stakeholders, and how you mitigated risks while maintaining governance and documentation across a project lifecycle.

When you get to the interview, consider asking about how projects are prioritized within the NZDF Facilities Management portfolio, how success is measured for delivery across planning and handover, and how the team collaborates with NZDF personnel to maintain safety and quality on site.
