Veolia seeks a Proposals Engineer for Upstream Oil & Gas in Dubai, a full-time onsite role that prepares technical and commercial proposals for Veolia’s process packages, converts inquiries into orders, and ensures profitable bids through disciplined design and costing. The ideal candidate holds a Chemical Engineering degree, 8+ years in oil and gas, and solid process engineering knowledge to produce datasheets, P&IDs, PFDs, and heat and material balances, with familiarity with codes and HYSYS. You’ll drive bid strategy, vendor prequalifications, and post‑award support, attend KoM/HAZOP/TBE meetings, and enable a smooth project kickoff. English is required; Arabic or French a plus.
