Role Purpose:
The Regulatory Compliance Manager supports delivery of Regulatory Compliance stewardship and oversight for Infrastructure Functions across the MENAT region. The role coordinates closely with Country Regulatory Compliance (RC) teams and relevant 2LoD stewards to help ensure regulatory developments and Group policy requirements impacting Infrastructure Functions are identified, assessed, communicated and tracked through implementation. The role also provides day-to-day advisory support to Infrastructure stakeholders, supports governance forums and reporting, and escalates complex interpretative matters appropriately in line with the HSBC Group Non-Financial Risk Framework.
Responsibilities will include:

- Act as a key point of contact for MENAT Infrastructure Functions (including GCOO, GCIO and other Global Functions) for queries and initiatives within the Regulatory Compliance risk taxonomy, escalating complex items to the Regional Head / Country CCO teams as required.
- Coordinate interpretation inputs and oversight of pan-entity / cross-country regulatory developments relevant to Infrastructure Functions, working with Country RC teams to support regulatory change management (e.g., Employee Compliance / Fit & Proper / Infrastructure-led transformation mandates).
- Support Country RC teams and the Regional Head in maintaining a consolidated regional view of regulatory change activity impacting Infrastructure Functions; maintain action logs, dependencies, and status reporting to support timely implementation.
- Support timely localisation/implementation of Group Policies (e.g., Employee Compliance, Conflicts of Interest, Information Barriers, Individual Registrations), coordinating reviews with Country RC and relevant 1LoD owners.
- Support RC stewardship activities across MENAT relating to implementation tracking of regulatory change, licensing/registration obligations (where applicable), and regulatory reporting considerations (where applicable by market).
- Assist with coordination of regulatory engagements relevant to Infrastructure Functions (where needed), ensuring inputs are collated, reviewed by accountable owners, and actions tracked through to closure.
Experience & Qualifications:

A graduation degree is essential for obtaining the work permit. If your university certificate is from outside the UAE, up-to-date attestations and equivalency are also mandatory (Recognition of Higher Education Qualifications Issued Outside The UAE)
- Experience supporting Regulatory Compliance / Conduct / Governance / Non-Financial Risk activities, ideally in a multi-country or matrix stakeholder model.
- Good understanding of regulatory change management and policy implementation practices, with the ability to translate requirements into clear actions and tracking.
- Strong stakeholder management, communication and influencing skills, with confidence engaging senior executives and clear understanding of escalation thresholds.
- Strong analytical and drafting skills (e.g., briefing notes, governance papers, MI, action logs).
- Resilient, adaptable and able to work at pace across competing priorities.
- Arabic is an advantage (helpful across parts of MENAT) but not mandatory unless specified by the hiring market.
- Experience guideline: typically, 3–6 years in Compliance/Risk/Controls or relevant functional control roles.
