The Senior Manager – Ethics & Compliance is responsible for managing the operational aspects of the organization's compliance framework, including policy development, training, risk assessments, investigations, and regulatory engagement. This role ensures that internal practices meet legal, ethical, and professional standards while embedding compliance into the daily operations of all business units. The role collaborates with leadership across clinical and non-clinical functions to foster a culture of ethical conduct and accountability.

The post holder will:

  • Assist in the development and implementation of the ethics and compliance strategy across all healthcare entities.
  • Draft, update, and maintain compliance-related policies, procedures, and codes of conduct.
  • Conduct compliance risk assessments and support the development of risk mitigation plans.
  • Lead or support investigations related to allegations of non-compliance, fraud, or misconduct.
  • Facilitate employee training and awareness programs on ethics, compliance, and professional conduct.
  • Ensure organizational compliance with UAE laws and regulations (e.g., DOH, DHA, MOHAP).
  • Collaborate with legal, audit, HR, IT, and operations departments to align compliance efforts.
  • Monitor internal controls and reporting mechanisms to detect and prevent unethical behaviour.
  • Manage the compliance hotline and ensure whistleblower protections are upheld.
  • Analyze and report key compliance metrics to leadership and regulatory authorities.
  • Prepare for and support external audits, inspections, and certifications (e.g., JCI, ISO).
  • Keep abreast of changes in regulatory requirements and update internal frameworks accordingly.
  • Promote an organizational culture of integrity, responsibility, and ethical decision-making.
  • Review and evaluate vendor and third-party compliance with contractual and regulatory obligations.
  • Assist in developing a compliance maturity roadmap and aligning it with organizational goals.

Education and Certification

  • Bachelor’s degree in Law, Healthcare Administration, Compliance, or a related discipline.

  • Master’s degree in Law, Healthcare Management, Business Ethics, or Public Health is preferred.

  • Professional certification such as Certified Compliance & Ethics Professional (CCEP), CHC, or equivalent is required.

  • Additional certifications in internal audit, quality, or risk management are an advantage.

Knowledge and Skills

  • Strong knowledge of UAE healthcare laws, regulations, and accreditation standards.
