The Senior Officer – Strategic Procurement supports the management of day-to-day operational procurement activities while ensuring alignment with AD Airports’ strategic performance management framework. The role covers execution of purchase orders, call-offs, variation orders, payment certificates, supplier relationship management, and procurement performance monitoring.

The position also supports dispute resolution with vendors, contributes to budget planning, performance reporting, change management, and continuous improvement initiatives, with a focus on ensuring compliance, service continuity, cost optimization, and operational efficiency.

 

 Responsibilities

  • Support the development of departmental and sectional objectives and plans in line with AD Airports’ strategic performance management framework and scorecard.
  • Maintain awareness of existing and new KPIs and their linkage to corporate and departmental performance frameworks.
  • Provide input into budget preparation for the department/section.
  • Support the achievement of departmental objectives and collaborate with colleagues to meet shared goals.
  • Manage day-to-day operational procurement activities, including issuance of purchase orders, payment certificates, call-offs, variation orders, supplier relationship management, and procurement performance monitoring.
  • Execute procurement of technical and general services through purchase orders and framework, partnership, or blanket agreements to ensure service continuity, cost optimization, and process efficiency.
  • Carry out execution and renewal of purchase orders, agreements, and call-offs through coordinated engagement with end-users, suppliers, and contractors.
  • Independently prepare and manage procurement documentation, addendums, and related correspondence, including follow-up on approvals.
  • Expedite awarded commitments to ensure delivery targets are met and proactively manage and mitigate potential delays.
  • Participate in the resolution of vendor disputes, complaints, and supplier performance issues as part of supplier relationship management.
  • Maintain accurate records of purchases, pricing, and procurement documentation.
  • Update task execution progress to ensure procurement dashboards reflect accurate and timely information for monitoring and follow-up.
  • Maintain auditable systems for procurement documents, records, and files in support of compliance and governance requirements.
  • Ensure adherence to agreed procurement performance metrics, including SLAs and KPIs.
  • Manage the procure-to-pay cycle in accordance with procurement policies and procedures, ensuring quality compliance with AD Airports’ quality control requirements.
  • Identify repetitive procurement requirements and propose long-term agreements to the Manager for consideration.
  • Maintain awareness of and compliance with departmental policies and procedures.
  • Provide input into periodic audits of procurement policies and procedures.
  • Contribute to the preparation of periodic procurement and performance reports.
  • Recommend corrective and remedial actions to address quality or non-compliance issues identified through reporting and reviews.
  • Support change management initiatives within the department/section.
  • Identify technology and automation opportunities to improve procurement processes.
  • Participate in performance appraisals and pursue professional development opportunities aligned with AD Airports’ values.
  • Perform any other duties assigned by the reporting manager.

 

Requirements and Skills

Education & Qualifications

  • Bachelor’s degree in business administration or a related field.

Experience

  • Minimum 4 years of experience in procurement of technical and/or general services.
