Position Summary
We are seeking an experienced Senior Procurement Engineer to manage the end-to-end procurement process for construction and infrastructure projects. The successful candidate will be responsible for sourcing materials, subcontractors, and equipment, negotiating commercial terms, ensuring timely project deliveries, and optimizing procurement costs while maintaining quality and compliance with company policies.
Key Responsibilities
- Manage end-to-end procurement activities for construction and infrastructure projects.
- Develop procurement strategies aligned with project schedules, budgets, and operational requirements.
- Source, evaluate, and negotiate with suppliers, subcontractors, manufacturers, and service providers.
- Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and tender documents.
- Conduct technical and commercial evaluations of bids and prepare bid comparison reports and award recommendations.
- Negotiate pricing, commercial terms, payment conditions, delivery schedules, warranties, and contractual obligations to achieve best value for the organization.
- Coordinate closely with Project Management, Planning, Estimation, Engineering, Commercial, QA/QC, HSE, and Stores teams to ensure timely procurement and project support.
- Prepare and issue Purchase Orders and Subcontract Agreements in accordance with company procedures.
- Ensure procured materials and services fully comply with project specifications, client requirements, and applicable industry standards.
- Develop and maintain long-term strategic relationships with key suppliers, manufacturers, and subcontractors.
- Monitor procurement schedules and proactively resolve supply issues to prevent project delays.
- Ensure compliance with company procurement policies, contractual requirements, and ethical procurement practices.
- Prepare procurement reports, cost analyses, savings reports, supplier performance evaluations, and management dashboards.

Resolve supplier and subcontractor issues throughout the procurement lifecycle.
- Lead subcontract procurement activities, including tendering, scope reviews, technical and commercial evaluations, negotiations, award recommendations, contract finalization, variations, claims management, and subcontractor performance monitoring.

Coordinate with Commercial and Project teams to manage subcontract variations, claims, and contractual matters.
- Lead supplier and subcontractor prequalification processes, including due diligence and financial, technical, quality, HSE, and compliance assessments.
- Develop, maintain, and periodically review the Approved Vendor List (AVL).
- Identify and develop alternative sourcing strategies to minimize supply-chain risks and improve procurement resilience.
- Assess and mitigate procurement risks related to supplier performance, logistics, material availability, market fluctuations, and commercial exposure.

Continuously monitor supplier performance and implement improvement initiatives where required.
- Conduct regular visits to project sites, supplier facilities, manufacturing plants, warehouses, and subcontractor locations to support procurement activities, inspections, and relationship management.
Minimum Qualifications

Bachelor's Degree in Civil Engineering, Mechanical Engineering, or a related Engineering discipline.
- Professional procurement or supply chain certification such as CIPS, MCIPS, CPSM, or an equivalent qualification is preferred.

Valid UAE Driving Licence.
Experience
- Minimum 10–15 years of procurement experience in the UAE/GCC.
- At least 5 years in a senior procurement role within construction, contracting, or infrastructure projects.

Proven experience in procurement of civil, infrastructure, utilities, roads, drainage, and MEP-related materials and subcontract packages.
Technical Skills
- Strong knowledge of construction materials and procurement practices.
- Experience in subcontractor procurement and contract administration.
- Excellent commercial negotiation and vendor management skills.
- Knowledge of FIDIC contracts and construction procurement processes.
- Experience with ERP systems such as Oracle, SAP, or similar.
- Advanced proficiency in Microsoft Excel and MS Office applications.
