Job Description

  • Lead and manage the overall delivery of assigned infrastructure packages, ensuring project objectives related to time, cost, quality, safety, and sustainability are achieved
  • Review and approve contractor method statements, ITPs, shop drawings, and material submittals.
  • Coordinate enabling works with the main metro construction activities and other project disciplines.
  • Supervise site clearance, demolition, excavation, grading, and temporary works.
  • Monitor utility detection, protection, diversion, relocation, and temporary connections.
  • Coordinate with utility authorities and relevant stakeholders for existing and proposed services.
  • Ensure existing water, sewerage, stormwater, irrigation, electrical, telecom, and other utilities are properly protected.
  • Supervise construction of temporary access roads, haul roads, working platforms, ramps, and site facilities.
  • Monitor temporary drainage, dewatering, pumping, and groundwater control works.
  • Review and monitor traffic management and temporary road diversion arrangements.
  • Ensure pedestrian and vehicular access is maintained safely around the work areas.
  • Coordinate with the traffic management team and relevant authorities for road closures and diversions.
  • Inspect temporary works and ensure they are constructed in accordance with approved designs.
  • Monitor excavation support, shoring, barricading, fencing, and temporary protection systems.
  • Ensure survey control points and setting-out works are established and maintained.
  • Monitor environmental requirements, including dust control, noise, waste management, and protection of surrounding areas.
  • Coordinate with HSE personnel to ensure safe execution of enabling works.
  • Conduct regular site inspections and issue Site Observation Reports, NCRs, and corrective action requirements where necessary.
  • Witness and verify required testing and inspections for enabling works.
  • Monitor contractor progress against the approved programme and identify delays or constraints.
  • Coordinate interfaces between civil, structural, MEP, utilities, stations, depots, and rail systems.
  • Attend progress, coordination, technical, and stakeholder meetings.
  • Review contractor quantities, measurements, and payment applications related to enabling works.
  • Assess and provide technical input on variations, additional works, and claims.
  • Maintain proper records of inspections, approvals, site instructions, photographs, and daily progress.
  • Review and verify as-built drawings and survey records for completed enabling works.
  • Coordinate removal of temporary works when they are no longer required.
  • Ensure completed enabling works are properly handed over to the subsequent metro construction packages.
  • Support testing, commissioning, handover, and close-out activities related to enabling works.

Qualifications

  • Bachelor’s degree in civil engineering or a related field
  • Previous experience with RTA projects is preferred 
  • Minimum 20 years of experience in infrastructure engineering, with a focus on managing large-scale projects including Roads, Bridges, Underpasses, Metro and Rail. 
  • Strong knowledge of infrastructure development, construction methodologies, and quality control processes
  • Excellent project management skills, including budget and schedule management
  • Advanced problem-solving and analytical abilities
  • Strong technical report writing and communication skills
  • Ability to work efficiently in a fast-paced environment and manage multiple projects simultaneously
  • Willingness to work on-site and travel as required for project needs
