The role ensures that all infrastructure designs, submissions, and site works comply with authority requirements, AD Ports standards, and project objectives while supporting the construction and delivery teams throughout the project lifecycle.

  1. Engineering Focal Point

  • Serve as the engineering focal point for all allocated infrastructure projects and consultancy packages.

  • Lead, manage, and coordinate all engineering activities across multidisciplinary design teams.

  • Chair technical and engineering workshops, ensuring timely resolution of all technical issues and documented agreements on comment resolutions.

2. Consultant Management & Technical Review

  • Draft consultant Scope of Services aligned with project requirements and AD Ports standards.

  • Review and approve consultant design drawings, design reports, engineering calculations, and ensure alignment across all disciplines by coordinating with internal discipline engineers.

  • Verify consultant deliverables’ compliance with project brief, local authority standards, utility provider requirements, and AD Ports design criteria.

3. Engineering Documentation & Correspondence

  • Prepare and issue engineering responses to RFIs, technical queries, and design clarifications.

  • Draft responses to contractual letters related to engineering and technical issues.

  • Maintain accurate engineering records, including major design decisions, approvals, project changes, risks, and lessons learned.

4. Value Engineering & Design Optimization

  • Identify and propose value engineering solutions to optimize infrastructure design, reduce cost, and improve constructability without compromising standards.

  • Ensure integration of design improvements into tender documents and construction packages.

5. Stakeholder & Authority Coordination

  • Attend and represent AD Ports in all stakeholders, utility companies, and authorities design review meetings.

  • Ensure timely submission and follow-up of consultant packages for authority approvals.

6. Tendering & Contract Support

  • Review complete tender documents produced by consultants, including Scope of Work, drawings, specifications, BOQs, and technical requirements.

  • Respond to tender queries and verify/approve responses drafted by consultants.

  • Ensure all tender addenda and clarifications are incorporated into final contract documents.

  • Compile and finalize construction contract documents post-award, ensuring technical completeness.

7. Construction Phase Technical Support

  • Provide engineering support to the construction team for resolving unforeseen site clashes, utility conflicts, and design interpretation issues.

  • Review contractor proposals for deviations, material substitutions, or alternative designs, and issue recommendations/approvals.

  • Review and approve consultants’ interim payment applications, verifying the technical completeness of deliverables.

8. Design & Build (D&B) Project Responsibilities

  • Draft the Design & Build Scope of Work, ensuring clarity on deliverables, technical requirements, and authority compliance for bidders.

  • Coordinate with the CAD team to produce high-level concept design drawings for issuance to D&B bidders.

  • Conduct page-turn reviews of tender documents with the Project Manager to verify completeness and alignment before release.

  • Respond to tender queries related to design, technical scope, and integration requirements.

  • Incorporate tender query clarifications into updated contract documents and compile the final D&B contract package for award.

  • Provide continuous engineering support during the D&B execution to address unforeseen clashes, conflicts, and design interpretation issues.

  • Review contractor technical submissions specific to D&B delivery, ensuring compliance with the approved concept and contractual requirements.

  • Bachelor’s degree in Civil Engineering or a related field. Master's degree is a plus

  • A minimum of 12 years of experience in a similar role

  • Strong knowledge of UAE authority regulations (ADM, TAQA Transmission, TAQA Water Solutions, Etisalat/DU, Abu Dhabi Civil Defense, KEZAD, etc.).

  • Proficiency in reviewing and coordinating multidisciplinary engineering packages (roads, utilities, stormwater, wastewater, potable/fire water, power, telecom, etc.).

  • Excellent communication, stakeholder management, and technical report-writing skills.

  • Proficient in using relevant engineering tools.
