Job Description

We are seeking a Senior Specialist - Project Controls to join our organization in Dubai, United Arab Emirates. In this pivotal role, you will oversee and manage all project control functions, ensuring projects remain on schedule, within budget, and aligned with organizational objectives. You will serve as a strategic partner to project leadership, providing data-driven insights and recommendations to support informed decision-making on complex, large-scale initiatives.

Responsibilities: 

  • Leads the setup of comprehensive project control systems, including the development of Work Breakdown Structures (WBS), baseline budgets, and schedules.
  • Captures and analyses current progress and expenditure data to assess project performance.
  • Applies earned value management (EVM) techniques to evaluate cost and schedule performance and forecast Estimate at Completion (EAC) for both cost and labor hours.
  • Conducts risk analysis and support contingency planning to mitigate potential financial and schedule impacts.
  • Ensures compliance to change control processes and protocols.
  • Prepares and delivers detailed project control reports, including performance metrics, forecasts, and variance analyses, to ensure accurate project management.
  • Demonstrates proficiency in project control tools, including scheduling, cost, and document management systems.
  • Utilizes company cornerstone systems to provide cost data in formats aligned with project and organizational requirements.
  • Applies financial terminology and metrics to assess the financial impact of project decisions and actions.
  • Identifies project risks and escalate issues through appropriate channels promptly.
  • Ensures adherence to internal compliance processes and procedures.
  • Performs discrete tasks on complex projects under the guidance of a Senior Project Manager, Associate, or Director.
  • Analyses large and complex financial datasets to identify key project issues and performance trends.
  • Monitors workforce data, labour hours, and cost requirements against budget constraints.
  • Collects and interprets data for trend analysis and forecasting, providing insights into progress and the impact on costs.
     

Qualifications

  • Minimum 6 years of professional experience in project controls
  • Demonstrated expertise in budget management, cost control, and financial forecasting
  • Advanced proficiency in schedule management and planning tools
  • Strong knowledge of Earned Value Management (EVM) principles and applications
  • Proficiency with project management software and PMIS platforms
  • Excellent analytical and problem-solving skills with strong attention to detail
  • Advanced Microsoft Excel skills, including data analysis and visualization
  • Proven ability to communicate complex information clearly to diverse stakeholder groups
  • Experience managing large-scale, multi-million dollar projects with consultancies
  • Strong organizational and time management skills
