Principal Accountabilities:

  • Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
  • Provides overall guidance from a HSSE perspective to the Project to ensure that the Project HSSE Management System is established and implemented into the overall Project execution strategy.
  • Close monitoring of EPC Contractor to ensure that Project HSSE objectives are met.
  • Provides leadership to the PMC HSSE resources, EPC Contractor and their respective teams.
  • Champion the Project Safety culture, behaviors and engagement activities.
  • Identifying, evaluating, and resolving HSSE issues during the EPC phase of the works.
  • Coordination with PMC Construction Engineers in different disciplines during the Construction phase for their tasks related to HSSE activities.
  • Ensuring that the Project HSSE procedures are established, maintained and implemented by the EPC Contractor.
  • Advising the PMC team on questions of HSSE, collaborating in the definition of objectives and pursuing them.
  • Witnessing HSSE Audits conducted by the EPC Contractor.
  • (NCR) and Observations to Project Management and the EPC Contractor.
  • Ensure EPC Contractor’s HSSE personnel are appropriately qualified.
  • Ensure the implementation of the Project HSSE Plan for the EPC Contract.
  • Participating in reviewing the Project Execution Plan (PEP) prepared by EPC Contractor and ensuring that it addresses the applicable HSSE requirements to fulfill the overall Project requirements.
  • Ensure that the HSSE systems of Vendors and Sub-vendors is evaluated by EPC Contractor and complies with the Project HSSE standards.
  • Ensure that a proper system for HSSE records is established and maintained by the EPC Contractor.
  • Provide support to PMC Management with investigation of any HSSE concerns and communicate the findings accordingly.
  • Provide regular feedback to Project management and key stakeholders, including lessons learned.
  • Monitor the performance of EPC Contractor and Subcontractors with respect to HSSE. 

Qualifications and Experience:

  • Diploma in Engineering (i.e. Mechanical, Electrical, Civil, Environmental, Chemical, IT, Computer, Software, Electronic, etc.) or equivalent from an accredited institute.
  • Minimum of fifteen (15+) years of experience in the Oil & Gas or Petrochemical industry including minimum five (5) years (preferred) in GCC region.
