Job Purpose:

Provides expertise and support for the development, maintaining and implementation of Quality Management requirements on Project Technical Support (PTS) day to day activities and all the projects under PTS. Ensures that the PTS and its Projects’ quality systems meet the requirements of ISO 9000 series while ensuring the compliance to company policies, PTS Quality Manual and Project specific Quality expectations -by adequately reflecting the same in corresponding Agreement(s) as quality requirements (quality objectives & KPIs) as applicable for the specific phase of the Project including up to close-out and handover to end-users. Planning and monitor implementation of Quality System in all areas of PTS and its projects respectively, follow-up on corrective actions by respective area owners to ensure timely closure and act as a key driving force for implementation of continuous improvement process in the area of QA/QC.

Key Accountabilities:
Job Specific Accountabilities

  • Develop, maintain and keep up to date PTS quality manual/procedures at all time by periodic and need based reviews for reflecting any changes in policies, circumstance, requirements, lesson learnt, project specific special needs, etc., as may affecting such document.
  • Maintain up to date list of quality expectations and project phase specific requirements to be assured by the PTS team, PMT/IPMT, PMC, Contractors and other service providers starting from  development of statement of requirements (SOR), study and/or service scoping, engineering, procurement, construction, commissioning, start-up, handover of the project to end user and ensure contractual inclusion of the same.
  • Participates in developing company strategy related to vendor and field inspection and selection of TPI agency to ensure that the quality of critical equipment and material are within company specified acceptance criteria.
  • Reviews and monitors the performance of PMC control on TPI agencies -engaged under each Project under PTS- and prepares feedback on area of concern for appropriate remedial action to ensure the adequacy of and effective utilization and control of TPI resources.
  • Ensure real-time monitoring of quality performance through proactive engagement for preventing non-conformity at all stages of PTS activities and projects under it.
  • Develop and maintain need based special tools, forms, template, trackers, etc. for facilitating efficient management, administration, tracking and control of quality activities and associated compliances by all concern parties and provide necessary support/assistance for effective implementation.
  • Prepare and maintain overall PTS Internal Quality Audit Plan including for all its projects through necessary alignment with respective area owners to ensure optimum benefits, implement internal quality audits, prepare the quality audit report and follow-up to ensure timely closure of all the audit findings.
  • Prepare and maintain overall Risk Register for PTS covering all the PTS general risks as well as project specific risks for all the projects under PTS. 
  • Ensure periodic review of the Risk Register in coordination with all PTS, and other external stakeholders like ERM team.   
  • Provide need based support to PMT/IPMT or assigned project for:
    • Review of contractors' QA/QC plans and procedures as well as inspection, testing procedure and plans to ensure the compatibility of the design, construction with company requirements.
    • Monitors implementation of QA/QC activities throughout the projects phases to initiate preventive action and application of effective control.
    • Handles technical and compliance audit, PMT/audit team and arranges interview and visits for physical verification to ensure that the company quality requirements are established, implemented and evaluated.
    • Reviews contractors' internal / external audit programme. Participates in Contractors audit and provides an independent assessment of audit effectiveness.
  • Performs other similar or related duties as and when assigned by direct supervisor.
  • Provide necessary feedback for and/or prepares reports on QA/QC matters on weekly, monthly, as and when required.

Generic Accountabilities

Supervision

  • Plan, supervise and coordinate all activities in the assigned area or Project to meet functional objectives.
    Train and develop the assigned staff on QA/QC skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets

  • Provide input for preparation of the PTS /Specific Project QA/QC related activities budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. 
  • Investigate and highlight any significant variances on QA/QC related activities to support effective performance and cost control.

Technical Competencies: 

  • Must be fully conversant with Quality Management Systems and possess full working knowledge of QMS Auditing to ISO 9001 requirements.
  • Hands on experience and working knowledge of applicable Industry standards in Welding, Piping, Equipment Installation and Storage Tanks such as ASME IX, ASME VIII, ASME/ANSI B 31.3,31.4, 31.8, API 570, API 510, API 650, API 620, AWS D1.1, etc.    
  • Sound knowledge on design, shop-fabrication, manufacturing, installation, pre-commissioning, commissioning aspects and QA/QC requirements of Static Equipment, Piping, Pressure Vessels, Rotary equipment, related certifications.
  • TPI reporting, source inspection, expediting, etc. and basic understanding of Electrical, Instrumentation and Control system's related QA/QC requirements will be added advantage. 
  • Experience in review of project doc's/drawings for FEED, detailed engineering, procurement, construction, pre-commissioning and start-up phases of the project;  
  • Preparation and review of ITP, Welding Procedure Specification (WPS) for Mechanical/ Piping/Pressure vessel/Equipment/Tank; Vendor Inspection for Oil and Gas, Petrochemical projects or operating plants. 
  • Experience in establishing the Procedure Qualification Record (PQR), Welder Performance Qualification, Welding Stage Inspection and monitoring Welder's status log & performance report.
  • Good understanding and experience on carrying out Liquid penetrant, Ultrasonic, Magnetic particle Inspection and RT film interpretations.
  • Experience in supervision of multidisciplinary project quality team, coordinating with Contractor and third party Inspection agencies, conduction PIM meetings, Pre-shipment inspection and associated activities.
  • Good understanding of risk assessment process, development and maintaining risk register, verification of mitigating actions and updating the risk register.

Qualifications, Experience, Knowledge & Skills: 

Minimum Qualification

  • Bachelor Degree or equivalent in Mechanical/Civil/Equivalent Engineering from an accredited university. 
  • Shall be a certified QA/QC Engineer and Lead Auditor.
  • Must be fluent in English both spoken and writing.

Minimum Experience & Knowledge & Skills

  • Must have a minimum of 12 years relevant experience in the oil & gas or petrochemical industry including at least five (5) years of QA/QC experience for major projects.
  • He must be familiar with international quality systems requirements adopted during FEED, detail design, engineering, procurement, manufacturing and construction of large Oil & Gas or Petrochemical projects. 
  • He should preferably have conducted, in the capacity of Lead Auditor, quality assurance audits performed during the execution of FEED, EPC of oil & gas or petrochemical projects of comparable scope and value.
  • Exposure to Middle East and specially BOROUGE or ADNOC OPCO QA/QC system will be an added advantage.
  • Ability to work under pressure, to tight timelines and perform different tasks at the same time (prioritisation skills.)

Professional Certifications 

  • Shall be a certified QA/QC Engineer and Lead Auditor with valid certification.
