Job Description

We are seeking an experienced Stakeholder Manager to lead external stakeholder coordination and approvals for a complex, large scale infrastructure programme. The role focuses on managing interfaces with government entities, authorities, and third parties to ensure timely clearances and uninterrupted project delivery.

Key Requirements

  • Minimum 15 years of experience in stakeholder coordination for major infrastructure or development projects

  • Proven track record in securing permits, NOCs, and statutory approvals from government authorities and utilities

  • Strong knowledge of local authority processes, regulations, and approval frameworks

  • Demonstrated experience in a similar Stakeholder or Authorities Liaison role on large projects

  • Excellent communication, negotiation, and relationship management skills

  • Arabic language proficiency is mandatory

  • Middle East, particularly UAE experience, is highly advantageous

Key Responsibilities

  • Lead engagement with government entities, regulatory bodies, municipalities, and utility providers

  • Secure required NOCs, permits, approvals, and clearances in line with project timelines

  • Act as the primary interface between the programme and external stakeholders

  • Monitor approval processes and proactively resolve bottlenecks or delays

  • Coordinate submission packages and ensure compliance with authority requirements

  • Maintain stakeholder registers, approval trackers, and reporting dashboards

  • Support resolution of stakeholder issues, constraints, and third party impacts

  • Provide regular status updates to project leadership on approvals and risks

Qualifications

Degree in Engineering, Planning, Public Administration, or a related discipline (Master’s preferred)
