Emarat is seeking a Technician - Retail to manage all planned and unplanned maintenance in the assigned area onsite in the United Arab Emirates, with the objective of maximizing equipment uptime while upholding top safety and quality standards. You will oversee service provision, budgeting, procurement and people management, including contractor performance against KPIs and SLAs, reviewing asset performance and recommending replacements, preparing annual maintenance budgets, monitoring cash flow, coordinating with Procurement and Finance, and guiding subordinates to comply with EMARAT policies. Requirements include a Bachelor’s in Engineering, at least five years of maintenance experience in the Oil and Gas fueling equipment sector, and strong knowledge of fuel handling systems and HSE standards. To manage and direct all planned and unplanned maintenance jobs in assigned area in a cost-effective manner with the objective of maximizing equipment uptime, thereby minimizing disruptions to the operations in compliance with highest Safety and Quality Standards.

Key Activities:

1. Service Provision 

  • Manages planned and unplanned maintenance activities to provide safe and effective operational environments required for the Operating units
  • Manage maintenance contracts and monitor contractor performance against established KPIs, SLAs, contract obligations, and maintenance standards
  • Reviews equipment performance and provide recommendations for replacement / write-off to optimize operations and minimize maintenance related costs
  • Ensures all related activities are in conformance with the set KPIs, HSE & Quality Policies of the Corporation
  • Conducts and recommends technical refresher training courses for subordinates
  • Carries out relevant administrative tasks
  • Review and certify contractor invoices, service reports, and work completion certificates

2. Budgeting

  • Provides annual maintenance budget estimates for the assets in the assigned areas
  • Analyze cash flow, cost controls and expenses within own Section towards optimum utilization of company’s resources
  • Conducts financial prudence in all decisions and monitor variances between actual expenditure and budget
  • Reviews and responds to queries related to expenditure reports and provides justification for any budget overspend
  • Forecast annual maintenance expenditure and monitor contract commitments against approved budgets.
  • Provide inputs into the business planning and budgeting for section by analyzing historical data

3.Procurement  

  • Prepare and raise Purchase Requisitions (PRs) for maintenance services, equipment, spare parts, and technical requirements in accordance with company procurement procedures
  • Review technical specifications and ensure procurement requirements are aligned with operational needs and approved budgets
  • Coordinate with Procurement and Finance Departments for timely processing of maintenance-related purchases
  • Manages the tendering and contracting process of service providers including preparation of technical tender documents, evaluation of bids both technically and commercially and final recommendations for selection
  • Participate in contract renewal, variation, and extension evaluations

4.People Management 

  • Motivates staff and empowers direct reports by providing the necessary tools and support required to support Section goals and objectives
  • Establishes clear direction, prioritizes tasks, assigns and delegates responsibility and monitors workflow 
  • Provides guidance and ensures that direct reports comply with EMARAT’s policies, processes, practices and systems
  • Ensures proper target setting and staff performance management in line with EMARAT performance management guidelines

 

Qualification & Requirements:

Knowledge:

  • Good knowledge of Facilities Management techniques
  • Knowledge of Microsoft Office Suite (PowerPoint, excel etc.)
  • Good knowledge of fuel dispensing systems, underground fuel storage systems, fuel piping networks, leak detection systems, and forecourt infrastructure, and LV switchgear panels.
  • Knowledge of applicable fuel handling safety regulations and maintenance standards.

Education:   

Bachelor’s Degree in Engineering

Experience:  

  • Experience in the Oil & Gas Distribution Industry (Fueling Equipment)
  • A minimum of 5 years' experience within Maintenance
