Position Summary

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required.
The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Under the supervision of the District Traffic Engineer, the Assistant District Traffic Engineer for Design and Safety is responsible for all aspects of the design and safety planning, policy and programmatic needs of the District Traffic Engineering Section.  Incumbents in this position shall have a demonstrated familiarity and experience with manuals and design guides used in the field of Traffic and Safety Engineering and in support of the Highway Division’s Advertising Program.  The Assistant District Traffic Engineer for Design and Safety reports to the District Traffic Engineer in support of all traffic design and safety initiatives.

Duties and Responsibilities

  • The Assistant District Traffic Engineer for Design and Safety shall assist the Assistant District Traffic Engineer for Maintenance & Operations to provide technical support for the District Traffic Engineering functions.
  • Directs the administrative functions of the section to ensure that processes are kept current and follow MassDOT protocol.
  • Project Development and Design Reviews:
    • Reviews proposed improvements associated with MassDOT’s Capital Improvement Plan (CIP); Statewide Road and Bridge Program; State Highway Access Permits, MEPA, and various other projects to ensure conformance with applicable MassDOT policies and standards and associated Federal standards, including the Manual on Uniform Traffic Control Devices (MUTCD).
    • Represents the District Engineering Traffic Section at monthly Traffic coordination meeting to ensure uniformity in reviews.
    • Represents the District at project scoping sessions and Pre-25% over the shoulder reviews.
    • Oversees and reviews traffic operations software analysis and application of results.
    • Participates in the application and review of Intersection Control Evaluation (ICE) procedures.
    • Coordinates with other MassDOT Divisions and Sections, including but not limited to traffic data collection, intelligent transportation systems and statewide communications.
  • Safety Engineering:
    • Runs queries and reviews crash records using the IMPACT system.
    • Assists the District Project Development Section to help determine project HSIP eligibility.
    • Participates in Road Safety Audits (RSAs) to ensure compliance with established guidelines and procedures.
    • Works on safety predictive methods and safety alternatives analysis.
    • Evaluates safety benefit/cost ratios for projects.
    • Identifies and selects hot spot and systemic safety projects and helps to develop the program; recommends problem resolution strategies.
    • Integrates safety program mitigation into project work outside of the traditional MassDOT advertisement program.
  • Prepares and/or oversees staff preparing designs and supporting documents for traffic-related components of in-house district design contracts.
  • Reviews Scope of Work and Work Hour Estimates for Traffic Contracts for compliance to the Standard Specifications and Project Development & Design Guide (PDDG).
  • Assists the District Traffic Engineer with the review of speed zoning and heavy commercial vehicle exclusion requests.  
  • The District Traffic Engineering Office shall take the lead in the initial review of requests and conduct data collection as needed to evaluate the viability for the proposal.
  • Assists the District Traffic Engineer in the review and application of MassDOT’s Supplemental Sign Program. The District Traffic Engineering Office shall take the lead in completing a field review as necessary to determine if the sign request is appropriate, meets the program criteria and provides a recommendation for approval/denial.
  • Assists Headquarters Traffic and Safety Engineering with the review of policy updates, specification changes, standard drawing development and qualified traffic control device product review and evaluation. 
  • Works with Traffic and Safety Engineering in Headquarters to expand the District’s Connected and Automated Vehicle capabilities, focusing on identification of potential corridors that could benefit from enhanced communications between traffic signals and associated infrastructure.
     

This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Minimum Entrance Requirements

 

Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions

I.    An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II.   A Bachelor's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*

III.  A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

 

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

 

SPECIAL REQUIREMENT:  Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
