Western Massachusetts Hospital (WMH), under the Massachusetts Department of Public Health (DPH), is seeking a dynamic Deputy Director of Administration & Finance. This is an exceptional leadership opportunity within a mission-driven healthcare environment dedicated to compassionate, high-quality, and affordable care. Serving as the senior financial leader on site, this role shapes and safeguards the hospital’s fiscal strategy by directing budget development, financial planning, capital forecasting, revenue oversight, internal controls, and audit coordination. In close collaboration with the CEO and the Public Health Hospital System leadership, the Deputy Director ensures the financial strength and sustainability necessary for WMH to advance patient-centered care and community well-being.

This position is ideal for a strategic, hands-on finance executive who thrives in complex public-sector environments and values collaboration across clinical and administrative leadership. The Deputy Director of A&F will guide and mentor a dedicated fiscal team, strengthen financial systems and reporting processes, and foster strong partnerships across departments and statewide stakeholders. Duties and Responsibilities (these duties are a general summary and not all inclusive):

·         Lead and oversee all financial operations of Western Massachusetts Hospital (WMH), serving as the primary authority on fiscal management and strategy.

·         Direct the development, monitoring, and reporting of the annual maintenance budget and spending plan, including mid-year reviews and fiscal analysis.

·         Collaborate with executive leadership and the Public Health Hospital System to ensure alignment with statewide fiscal goals, policies, and regulatory requirements.

·         Develop, implement, and continuously refine fiscal policies and internal control procedures in compliance with state laws, rules, and regulations.

·         Oversee financial reporting, payroll cap management, revenue cycle involvement, billing vendor coordination, contract management, and capital planning activities.

·         Serve as WMH’s primary liaison for financial audits and ensure timely, accurate responses to audit inquiries and oversight agencies.

·         Provide clear, timely financial insights to senior leadership, including analysis of payroll expenditures, overtime trends, and agency utilization.

·         Supervise and support all fiscal staff, including hiring, training, performance management, and ongoing professional development.

·         Strengthen communication and operational efficiency between the fiscal department and hospital divisions through improved processes and tools.

·         Participate in billing compliance, managed care contracting, and interagency service discussions to safeguard revenue integrity and financial sustainability.

Preferred Qualifications:

  • Demonstrated expertise in fiscal auditing, internal controls, program monitoring, oversight activities, and investigative or complaint resolution processes.
  • Strong understanding of governmental accounting principles and hospital finance, including budgeting, forecasting, financial analysis, and operating systems within healthcare or state government environments.

·         Comprehensive knowledge of Massachusetts state budgetary and accounting procedures, including the state budget process, purchasing, revenue management, and expenditure controls.

·         Experience with Massachusetts state finance systems (e.g., MMARS) and familiarity with state and federal finance laws, procurement regulations, and compliance requirements.

·         Advanced proficiency in Excel, financial databases, and accounting systems, with the ability to interpret and apply complex financial laws, policies, and procedures.

  • Proven ability to develop model budgets, prepare detailed financial and operational reports, analyze accounting data, and make sound, data-driven recommendations.

·         Leadership and supervisory experience in healthcare administration, public sector finance, accounting, or business administration, with a strong foundation in team development and performance management.

·         Experience leading systems change, quality improvement initiatives, and policy or systems development efforts within finance operations.

·         Strong organizational judgment and agility, with the ability to manage multiple priorities, anticipate urgent matters, and perform effectively in a fast-paced, high-visibility environment.

·         Exceptional interpersonal and communication skills, with the ability to engage diverse stakeholders, foster collaborative relationships, and promote a culture of inclusion and respect.

Qualifications

 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

 

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
