23392 - Change Delivery Officer - Midlands Team - Temporary 2 years
Ministry of JusticeThe Ministry of Justice, through His Majesty’s Prison and Probation Service, is looking for two Change Delivery Officers to join the Midlands Change Delivery Team on a two-year term. This is a fixed-term, detached duty or loan opportunity that sits in the AGY - NOMS Agency business area. The role offers a salary from £37,238 to £44,520 and is based onsite in the Midlands, including Birmingham and a spread of nearby locations, with hybridworking options where business needs allow. The team works across prisons and probation, and the Midlands group covers both East and West Midlands sectors.
If you enjoy shaping how large organisations implement change, coordinating with multiple stakeholders, and using digital tools to steer delivery to plan, this could be a fit. You’ll be working in a Civil Service environment and will report to either Area Change Managers or the National Head of Change Delivery, depending on the assignment. The role recruits against Job ID 23392 and will contribute to a broader Change Delivery Group that operates across local and national programmes.
What you’ll do day to day in the Midlands Change Delivery team
You’ll be a pivotal contact for specific prisons or geographical areas, guiding change initiatives from inception through to handover. Expect to work with colleagues across area and national teams, leading or co‑leading change projects and ensuring quality assurance through peer review. You’ll manage and record activity in essential systems like the Gateway Management System (GMS) and Project for the Web (PftW), tracking progress against clearly defined success metrics.
Building and maintaining relationships with regional and national stakeholders will be part of your routine, including attending governance boards and meetings with groups such as business managers and heads of business assurance. You’ll support the development and delivery of communications strategies for ongoing projects and be comfortable presenting outcomes at multiple forums. A strong emphasis will be placed on compliance, with accurate project records and adherence to policies and procedures as you oversee change activity from planning through to delivery and handover.
Delivery excellence means you’ll monitor performance data, interpret what it shows, and provide regular updates to line managers. You’ll track milestones, identify barriers, and escalate issues when progress stalls. You’ll also proactively identify risks, decisions, and opportunities, maintaining risk registers and applying continuous improvement and lean practices to make processes more efficient and to share lessons with the team.
All of this sits within the Change Delivery Group, which is led by a Deputy Director and sits as part of the wider Change Directorate. The Midlands team is currently led by Jenna Titley and sits among six Area Change Delivery Teams and three National Change Delivery Teams, with a focus on coordinating a mix of local and national change work. The governance and lifecycle of change here follow a four-stage pattern, planning and preparation, development and initiation, design and delivery, and handover and closure, with ongoing support even after formal closure to assess impact.
What you’ll need to succeed and what would be nice to have
You will need to have a strong track record of delivering or coordinating change initiatives in complex environments and be comfortable using formal change management methodologies. You should be able to manage projects that span multiple sites and engage a broad range of stakeholders, while keeping accurate records and adhering to governance requirements. Proficiency with digital change tools to track activity, monitor progress, and report on outcomes is essential, as is the ability to interpret performance data and translate it into actionable updates for management and governance structures.

Tips for applicants
Lead your resume with a project or programme where you delivered change at scale in a public sector or similarly structured environment, and emphasise your work with GMS and PftW to manage and report on progress against milestones and metrics. Show how you’ve kept project records accurate and how you’ve maintained compliance with established procedures.
Back up your must‑have skills with concrete examples. Describe a time you led a task‑and‑finish group or managed multiple stakeholders across a regional footprint, including presenting findings at governance meetings and aligning local delivery with national aims. Highlight your ability to interpret performance data and translate it into actionable updates for leadership.
Prepare for interviews by outlining a real Change Programme you touched from planning through to closure. Be ready to discuss how you identified risks, how you developed mitigation steps, and how you measured impact after implementation. Have a short, clear story about how you used GMS or PftW to organise, track, and report the change you delivered.
When you ask a question, focus on the structure and priorities of the Midlands Change Delivery Team. For example, ask how the Midlands group coordinates with the six Area Change Delivery Teams and three National Change Delivery Teams, and what the current primary change programmes are in the Midlands region.
