The HR Program Manager is responsible for designing, implementing, and managing strategic initiatives aimed at building a strong and sustainable talent pipeline. This role oversees the summer internship program, apprenticeship programs, and partnerships with high schools, trade schools, colleges, universities, and community organizations. The position also leads outreach initiatives involving veterans programs, local workforce agencies, economic development groups, and grant-supported workforce programs.

 

The HR Program Manager works in close collaboration with Talent Acquisition (TA), Learning & Development (L&D), and external partners to create innovative programs that engage, grow, and sustain early-career and nontraditional talent pipelines.  This position will require flexibility to travel to support hiring and program initiatives. 

 

YOUR TASKS

  • Lead the design, execution, and continuous improvement of internship and apprenticeship programs, ensuring compliance and quality outcomes.
  • Develop program frameworks, training plans, evaluations, and strategies to convert participants into full-time roles.
  • Build and sustain strategic partnerships with schools, colleges, and technical institutions to create talent pipelines.
  • Represent the organization at career fairs, advisory boards, and workforce development committees.
  • Collaborate with veteran transition programs, workforce boards, agencies, and nonprofits to expand outreach.
  • Pursue grants, incentives, and funding opportunities that strengthen workforce and talent initiatives.
  • Partner with Talent Acquisition to forecast needs, develop sourcing strategies, and monitor pipeline performance and ROI.
  • Work with Learning & Development to design onboarding, training, mentorship, and career development pathways.
  • Manage program operations including calendars, recruiting timelines, logistics, communications, and compliance documentation.
  • Oversee budget planning and resource allocation for events, outreach, and program activities.

YOUR PROFILE

  • Bachelor’s degree in Human Resources, Business, Education, Workforce Development, Organizational Development, Public Administration, or a related field.
  • Minimum of 5 years of experience in talent acquisition/campus recruitment and learning and development programs.  
  • Demonstrated experience managing internship, apprenticeship, or early-career programs.
  • Experience working with educational institutions, workforce boards, or community organizations.
  • Experience in apprenticeship program design or work-based learning models preferred.
  • Knowledge of grant processes, economic development programs, or incentive funding preferred.
  • Experience working with veterans’ transition programs or nontraditional talent pipelines preferred.
  • Strong project management and stakeholder engagement experience preferred.
